Monterey Bay sanctuary
The sanctuary, first established in 1992 by President George H. W. Bush, bans all offshore oil drilling for 276 miles, from San Francisco to Hearst Castle.
The National Oceanic and Atmospheric Administration (NOAA) are updating the agency's rules for the Monterey Bay sanctuary. The new plan would ban cruise ships from dumping sewage inside sanctuary boundaries, which extend roughly 30 miles offshore.
The new plan also would ban shark chumming -- the practice by some researchers, filmmakers and thrill-seekers of spreading dead fish parts in the water to attract great whites.
And it would set in motion a host of programs to reduce construction of sea walls, limit public trampling of popular tide pools and move forward with a planning process to one day create a network of ``no fishing zones'' in some parts of the sanctuary.
A steady stream of surfers argued that they can't get full access to the largest, fastest waves unless they are towed to them by personal watercraft. Representatives of several environmental groups, however, argued such ``tow-in surfing'' should be strictly regulated because of the risk it could disrupt wildlife, such as sea otters.
