That the legal situation in online gambling in the United States is so confusing is illustrated by the following news items. Two states have taken diametrically opposite calls over the same issue connected with online gambling.

Like many other states in America New Hampshire is facing a financial crunch. To make matters worse the revenue from the state lottery has fallen by 10%. In order to come out of this situation New Hampshire Lottery will start an online casino from July 1. The target given by the governor to New Hampshire Lottery is to generate $100 million a year from lottery and casino operations. The online casino will use software from Intralot. Initially four games will be offered to players. These are Super Slots, Speed Bingo, Baseball and New Hampshire Poker. Paul Holloway, the Commissioner of New Hampshire Lottery said, "These are instant games that allow people to buy their ticket, and instead of scratching it they play it on the Internet. They just don’t have to stand in the store and scratch it anymore."

Players who want to wager at these games have to buy physical tickets in person from New Hampshire Lottery outlets. The tickets have information coded on them and this allots credits on the gambling site. The players will not have to transfer funds to the online casino site using credit cards or through any payments processor. In this manner New Hampshire Lottery believes that the provisions of the UIGEA will not be violated.

This method is similar to that commonly used for online sweepstakes gambling at Internet cafes. Access to online casinos is provided to players who purchase phone time cards. Payouts are made by crediting time in the cards and the cards can be exchanged for cash at the Internet cafes. This system has been proliferating in North Carolina. The legislators have for some time doubted the legality of such systems under the UIGEA and other laws. In order to play safe the North Carolina Senate voted 47 to 1 for banning Internet cafes that offer this form of gambling. The confusion arises because though players are technically paying for Internet access time, they are actually placing wagers online. The bill will now go the state House of Assembly for a debate and vote on the issue.

In December 2009, regular video poker and slot machines became illegal in North Carolina when the state Court of Appeals upheld the ban. However, online gambling was not specifically dealt with in that law. In January 2010 the Kingston City council imposed a two month moratorium on Internet cafes that offered games of chance so that the legal questions could be examined more closely. This ultimately led to legislation seeking to ban such Internet cafes.

Similar actions have been filed in Missouri and New York against Kansas City-based American Century Investments and in California against Los Angeles-based Causeway Capital Management LLC. None of these other law suits have been successfully won by New York attorney Thomas Sheridan who wants to see mutual fund companies held accountable. Vanguard International Equity Index Funds and Vanguard Horizon Funds are being sued by Marylynn Hartsel of Florida and Deanna Parker of South Carolina, who seek a class action status on behalf of investors who bought shares in the funds before July 17, 2006. Reuters reports tha the plaintiffs claim that even before the 2006 law was passed, investors from Vanguard should have heeded many warning signs, including a notice in the 2005 prospectus by PartyGaming that its activities were seen as illegal by authorities. Neteller also made it clear in its 2004 prospectus, that online gambling was to be considered an illegal activity in the USA.
The suit contends the investment companies knew they were violating U.S. laws by investing in Sportingbet, Bwin Interactive Entertainment, PartyGaming and Neteller. Shouts from hundreds of casino supporters drowned out Gov. Bob Riley and his wife Tuesday as they struggled to address hundreds of casino opponents gathered in front of the Alabama Statehouse.

Chants of "Let us vote" made it nearly impossible to hear Riley say electronic bingo machines are illegal slot machines and casino operators aren't above the law.

"Not here. Not in Alabama," Riley said at a rally organized by Citizens for a Better Alabama and religious groups that oppose casinos.

The shouting occurred as inside the Statehouse, proponents of legislation allowing 10 electronic bingo casinos in Alabama decided not to seek a vote in the Senate. That's because they don't yet have the required votes -- 21 of the 35 senators.

The chairman of the agenda-setting Senate Rules Committee, Lowell Barron, D-Fyffe, said he has promised proponents he will bring the bill before the Senate when they can guarantee 21 votes.

"Until we are comfortable we have the 21 votes, we are going to keep working on other issues," Barron said.

If passed by the Senate, the legislation won't take effect unless approved by the House and then by Alabama voters in a statewide referendum Nov. 2.

The legislation would protect, tax and regulate three electronic bingo casinos that shut down under the threat of raids by the Governor's Task Force on Illegal Gambling: VictoryLand in Shorter, Country Crossing in Dothan and White Hall Entertainment Center in Lowndes County. It would also do the same for Greenetrack in Greene County, which remains open, and would allow the dog tracks in Jefferson and Mobile counties to add casinos. New casinos would also be allowed in four other locations, taxed and regulated.

A federal judge has dismissed an attempt to overturn a ban on online betting brought by the Internet gambling industry, according to MSNBC.com.

However, the ruling also gave the group legal standing to challenge the law in an appellate court, the report said.

U.S. District Judge Mary L. Cooper in Trenton ruled that the Interactive Media Entertainment & Gaming Association had not shown sufficient cause to order her to block enforcement of the Unlawful Internet Gambling Enforcement Act, passed by Congress in 2006.

That law was passed to choke off Internet gambling profits by preventing the electronic processing of money for online wagers or payouts, such as credit card companies and PayPal accounts.

Enforcement of the law is currently under a six-month moritorium while lawmakers scramble to draft legislation that would legalize online gambling and add an estimated $1.2 billion in tax revenue to the federal coffers.

Mel Ostrander, 65, of Barrington, is the caller at weekly bingo night at Arlington Heights-based Clearbrook.

What he does: Bingo has gone high-tech since Ostrander once played it as a teenager with his grandmother. Games can still be played on the traditional paper bingo cards, but players can also rent computers to play. Callers also use a computer to draw the numbers and display numbers and verify winners.

The speed at which numbers are drawn can be programmed into the computer. Ostrander sets it at 18 seconds, which gives those playing multiple cards — sometimes up to 20 at once — enough time to match their numbers and still keep the game moving along.

Ostrander, who retired from his job as financial manager for General Electric Co. 10 years ago, started calling bingo about two years ago.

He began as a dealer for Clearbrook's semiannual casino nights and was asked if he was interested in working bingo night also.

"I didn't know anything about bingo but decided to try it," Ostrander said. "It's very rewarding and fulfilling. It's a wonderful activity and organization."

About 80 regulars come every week, he said, with up to 125 people on any given night. Admission is free; bingo patrons buy cards or rent the computers. Proceeds pay out the prizes and bring in additional revenue for Clearbrook, which provides services for adults and children with developmental disabilities, said volunteer coordinator Nancy Chesek.

Why he does it: "I set my barometer for who I want to volunteer with, an organization I feel is deserving and I believe in their cause," Ostrander said. "I get a lot of satisfaction out of it."

Since Ostrander, a father of three and grandfather of seven, had the luxury of retiring early at age 55, he has filled his time volunteering with sports and the booster club at Barrington High School, for OMNI Youth Services and Special Olympics basketball tournaments and as a dealer for the Fox River Grove Lions Club's poker tournaments.

The violet, indigo and blues of the plant kingdom include phenols and dithiolthiolnines contained in eggplant, cruciferous vegetables, grapes, plums, and grains.

Apparently the operations stretched from England, to Eastern Europe and Israel with the Belize connection used as a front. Israeli police arrested two brothers, Idan and Shai Raviv, as the principle suspects in the investigation. Israel permits it's citizens to operate online gambling sites, although residents are not allowed to use the gambling sites. And the sites are not allowed to advertise to Israeli customers. The false web site was targeting Israelis, soliciting them to play.

Monroe police arrested a man suspected of robbing bingo patrons at gunpoint Wednesday afternoon. Joseph Woods, 27, of West Monroe was charged with armed robbery. Lt. Jeff Harris said Woods walked into Metro Bingo near Louisville Avenue and U.S. 165 with a gun. He demanded money from bingo players and the bingo parlor's cash office, then he fled from the back of the building and ran of a third of a mile, where police later set up a perimeter. "Once we set up a perimeter, he pretty much laid down," Harris said. A police dog sniffed out the suspect, who was lying in between heaps of scrap metal. The Racine Elks Lodge bingo hall in Caledonia was robbed by two masked men Saturday night.

The armed suspects first encountered a 69-year-old Caledonia man as he was leaving the hall at 5844 Douglas Ave., forced him on the ground and took his wallet. They then went inside, where they took an undisclosed amount of money from the bingo cashier, Caledonia police said.

About 70 people were in the hall, and one of the robbers pointed his gun at them.

The suspects fled the hall, got into a car driven by a getaway driver and fired shots from the vehicle as they drove away.

Representative Barney Frank is expected to announce on Friday the first victory for the online gambling industry in years. Frank will announce that the implementation of the Unlawful Internet Gambling Enforcement Act will be delayed.

Apparently, U.S. Treasury Secretary Timothy Geithner has given in to that request, and will delay the implementation until June 1st. The rules were supposed to take affect on December 1st. Lawmakers and interest groups, however, have been pushing for a delay in the process. They have sent letters claiming that more time is needed to discuss Internet gambling's future in the US.

That will give Frank much needed time to begin the process of changing online gambling laws.

Catherine met her soul mate Julian Brook, 46 earlier this year whilst playing bingo at Gala Bingo. Julian, who lives in Hull, approximately 120 miles away, would have never met Catherine had it not been for online bingo. A friendly exchange of good lucks in a chat room was the beginning of something special.

Polite conversation in a public chat room progressed into Catherine and Julian waiting for the other to come online and the conversations soon moved into private rooms. Before they realized it, the pair had swapped email address and were using instant messenger and webcams to communicate and eventually arranged to speak on the phone.

Says Catherine, “One evening I called Julian at midnight and we spoke until 7am. I'd never felt this way about anyone before, it just felt so comfortable from the start. We already knew each other really well because we'd spent hours online and on the phone chatting. Meeting each other face to face in Hull just confirmed how compatible we were.”

Catherine has always been a fan of land based bingo until she fell ill and found herself unable to get about.
